The article describes Russian uniform three-level system for NDT personnel certification, the stages of its formation and development within science-technical area of USSR/Russia (1982 - 89: development of methodological and normative documents; 1990 - 97: establishment of the National Certification Committee on NDT (NCC NDT) and personnel certification within NCC NDT system; 1997: transformation of uniform certification system under NCC NDT into a number of systems and their functioning in Russia). Objectivity, impartiality and reliability of NDT personnel proficiency level estimation is one of the main problems for most certification centres. The article offers and describes an approach used in the certification centre 'Katchestvo'('Quality'). Rise in estimation objectivity and reliability is achieved becauase a computer data base of examination questions and results is used. From different information sources we know, that education, professionalism, qualification and certification are most important conditions for having high quality products, processing (jobs) and services. Accident frequency and severity of accident consequences depend directly on managing and service staff expertise; and that is confirmed by statistical analysis of accident causes. Certification Centre 'Prometheus' has been working in the field of NDT personnel training and certification for more then 18 years. The Centre fulfils this job according to the rules established by different inspectorates (Russian Federal Service for Ecological, Technical and Atomic Supervision, Federal Technical Regulation and Metrology Agency, Atom-Inspection, Register of Shipping). Problematic issues of certification activities are discussed in the article; the most painful ones among them are: poor training quality of NDT operators due to a shortage of appropriate colleges; previous experience insufficiency of some candidates; wide variety of methodical and normative documents in different industries and underestimation of this fact by some certification centres and their leavers. The system for static and dynamic monitoring of sport facilities current technical state is developed; the system is intended for continuous technical state estimate of bearing structures of space under stands and covering. The motion sensor based on the Hall effect is used as a strain gauge. Tilt sensor is developed with MEMS technology usage. Software includes building structure deflected mode analysis with the use of program complex ANSYS, LS-DYNA and monitoring system managing program 'Geotek SHM'. |

The questions of mobile tools operation for flaw detection in rails and suggestions on efficiency increase of the rail NDT system are considered in the article. The author invites every person interested in this topic to take part in a discussion. D. V. Fedorenko. Analysis Automation of NDT Results of the Rails Laid in a Way. The rail ultrasonic testing results obtained by multi-channel control systems (flaw detector cars and removable bogies) are considered in the article from the viewpoint of their analysis automation. Signals registered during inspection process are analyzed in terms of their origin from different reflectors in rails or from noise. Technique of Major Defect Detection in Railway Wheels by Results of Their Natural Oscillation Frequency Measurements. The technique of crack detection in railway wheels while operating is stated. The technique is based on a replacement principle of wheel natural frequency by other frequency derived as a result of random natural frequency damping with cracks. Graphical form represents normal wheels areas according to natural frequency spectrum. Examples of frequency spectrums of wheels with cracks are given. |
